As far as I can tell, there are only 5 other skill perks with explicit penalties (please tell me if I missed any): Water of Life. Heavy Duty Pony. Racehorse.

Pebbles is extremely skittish, if he isn't throwing you with the warhorse perk then you could get a horse with low courage, but high speed and stamina. The 10% damage reduction isn't very much. With max stats your damage will still be higher than the base damage of whatever sword you're using. Also, the Blacksmith's Son maintanance perk gives you a 10% damage bonus when you repair a weapon with a kit, thus canceling the damage loss.

But in this game you have to play stealth even for main quests, and you have to fight against several oponents even for main quest. So this is one of the best heavy stealth armor, with which you can play both.
